Squirtle

I don't know how to find Squirtle. I've talked with the guy in the Wasteland who appears when it's raining, and I've talked to everyone else I could find, and I've explored every bit of the map except the Tauros-only areas. Where do I find Squirtle? Is there a specific weather/time of day that needs to be active?

It should be sunny for you to get squirtle(just watch that youtube video link):

Squirtle: Starter Pokemon, Replaced Mudkip event in E15, even though this guide features Mudkip you should be able to use it to get to Squirtle.
