Weird possible sidequest?

I apologize in advance if this is super old news, but...

 

     In the Onyx Ward, I was in the academy, and this random student was like, practicing pick up lines or something.. And I talked to him from behind and he jumped forward and knocked over a planter. He yelled at me for sneaking up on him, and a teacher ran out and yelled at him. The kid ran off down the stairs, and a teacher told me they would notify a custodian to clean it up. Is there more to this? Was it just some weird random event they threw in for fun? Thanks!

Follow him where? I've searched the whole school, and the whole city. Can't find him, unless it opened up a new room?

The double doors on the second floor should be unlocked. It goes up to the third floor.

Yeah, past the double doors there are two doors. One is up on the left and locked, the other is straight ahead and locked. Then there is a set of stairs that leads to a couple computers, a girl studying, and a guy who was a part of the Sweet Heart mini sidequest which it seems like just died? What am I missing..
