This is part of a sidequest that will eventually give us a Magikarp, it ends (at least for now) with the robber going into the desert. Though I do agree that holding off on the carp for over 16 episode isn't fair at all.

Reborn is tougher and more rugged than any of the main series regions, that much goes without saying. For that exact reason, I like to think that the local Magikarp population went extinct long ago -- just like the various Pokedex entries have said it should be.
