General Questions about the new site

I just have a few questions

1. How do i obtain ace membership in this new site?
2. How do I change my Username?
3. Have the Community Rules changed at all?

1. Check out this

2. Users whose accounts are three months or older can change their display name from "Account Settings."  You can only change it once per month.

3. You can find the community rules here (or under the Home tab in the top left).  I don't think much has changed aside from the elimination of the signature rule.
