HM Cut, Police Officer?

i cant find the officer in onyx ward who's supposedly supposed to give me HM01, to get to jasper ward. the city has no where to go except the gym

You should have go HM01 from Florina before battling the first pulse tangrowth. I'm not sure what officer you're talking about?

You should already have HM01(or TMX01 as it's called in Reborn) if you're in Onyx Ward. You might've misread a guide or some dialogue.

And you need to beat the gym in Onyx Ward before you're allowed in Jasper Ward. That's the only requirement.
