TimTim Posted May 31, 2016 Share Posted May 31, 2016 Cleffa is still on route 2, encounter rate is probably uncommon, i don't know if it is a time related encounter, try early morning as usually morning, day and night are three separate time, for example budew is a morning encounter, you wont find it in the afternoon or later.
