feebas egg moves

I want to have feebas with the move rest, so i catched a sealeo with the move rest , and i bred a female feebas with a male sealeo, the egg hatched but the feebas only have the move splash. Why? Can anyone tell me how to make a feebas egg have the move rest?

but now, i bred a female feebas with Rest and a male psyduck with Scald, and when the egg hatched, the feebas only had scald, why?

and how do i make a feebas egg with Rest and Scald?

Read the guide Chubb linked. E12 uses Gen 1-5 mechanics, in which only the father passes on moves. So you need to breed something like Panpour(for Scald)>Seel(for Rest)>Feebas.

but the seel doesnt learn scald by TM or breeding,so i cant have a seel with rest and scald to pass to feebas

Forgot to check that, but my point was that you need to pass them one by one through a chain like that. What Njab said works.
