I have already gone through the game but did not complete the police sidequest. I want the mystery egg, so does anyone know if that sidequest is still availible

No, I'm pretty sure it's random from a list of sixteen Pokemon. At least, I didn't receive an Azurill, I received a Drillbur.

It's eighteen, one for each type.

And it's always Azurill ONLY if you started before E15.

The reason why this occurs is that a variable for the egg is set when you pick your starter from 0 to 18. However the setting of this variable was only added in Episode 15. Therefore the variable always equals 0 as it hasn't been set yet. 0 is the number that yields an Azurill so anyone who hasn't picked a starter when the variable was around is guaranteed an Azurill.
