Sonikku Posted October 18, 2014 Share Posted October 18, 2014 Scrafty can't learn Iron Head as it isn't an egg move/tm/level up. You can get Swablu/Altaria for Dragon Dance from heatbuttable trees in the Aventurine Woods. Your best bet is getting a Smeargle in Mysidia Cave, which is to the south-east of Spinel Town. It's Gyarados>Scrafty, then *anything with the same Egg group that learns ZH (check Bulbapedia's Scrafty page or something)*>the same Scraggy you hatched with Gyarados.
