Perfect IV Dittos are almost impossible to get(Because you cant get ditto eggs)so you have to reset for one.Try combining the IVs of pokemon by giving a power item(Power weight,Power band etc.)to a pokemon which already has 31 ivs;For example a Mareep with 31 defense ivs and an ampharos with 31 sp.defense ivs.Their offspring will have perfect defense and sp.defense ivs.
