For those who did not catch the legendary beasts, Suicine is near the Strange House while both Entei and Raikou are at the desert. If you see Entei, then Raikou is in a different part of the desert (new map so to speak). They're not inside a cave or the labyrinth or the fort. I never knew you can catch them immediately. At least you can shiny hunt them if that is what you prefer.
