After a while going through story in Cellia, you will be able to talk to Garrett to the right of the Battleview building, and finishing that quest will unlock the Cellia Fight Club.
You may have been holding a speed-lowering item, such as one of the Power items or Macho Brace, and forgot to take it off for the fight. If you were just EVing prior, then this is what I would assume. Otherwise, mayb
