My Budew isn't evolving no matter what I try

So uh... I changed the time to day and it worked. Totally forgot that part. I figured since I had max happiness I was set and I didn't have the issue in reborn or desolation. THANKS A LOT!! -
Hey guys! So I wanted a Roselia (eventual Roserade) for my team, but I can't evolve my Budew no matter what I try. (Rejuvenation) Could someone help me out on that please? It worked once, but I didn't save it and now the evolution isn't happening. I've attached my save file as well if anyone can do something to fix this (or just somehow add a Roselia).
