What if the idea is to cycle in some Pokémon that weren’t in the previous games and cycle out some that were in those games?
So it wouldn’t be a National Dex, persay, but you just get slightly different groups of mons for each generation going forward.

For the dude to move, you need to go back in time and cut the pink tree in front of Sheridan. Then you return to the present and go to Route 2 and pick up the research notes in the factory in the middle of the route. Then return to the past and re-plant the tree and you can give the notes to the guy in the present. It or something else with it might be glitched though cause my game was stuck in nighttime after that.
And I think the TP event got taken out.

If you don't see an extension after the PokemonParty (like a .txt or .rb), then you need to enable an option to see it. Try this. https://www.howtogeek.com/205086/beginner-how-to-make-windows-show-file-extensions/ if you're on Windows. Then you can delete the ".txt" and replace it with ".rb".

I'd guess that you're looking for the Stick (which was its name before being called the Leek in gen 8). I remember it being sold underneath GDC.
