  1. First, I recommend checking if you have the latest version of the game

    Second, this has been a problem for me and others in the past (particularly when you picked the decisions that results in you not having the magma stone).  A method of triggering the event is to continue up the mountain up to a certain point, I won't spoil it for you but you'll know you are at the correct point when you receive the TM for Magma Drift.  After you received the tm return back to the area that Kyogre is supposed to show up, hopefully the event will trigger for you as soon as you take a few steps into the room.  You'll know it worked if Venam is in there.

  2. As someone who has been doing a lot of egg hatching I can feel your frustration.  It sounds like you are extremely unlucky though.

    Not sure where you are in the game or how long you are willing to wait, but the store in department of dreams in GDC has ability capsules for sale on the seventh floor (you'll need 6 stamps to access the floor they are sold on)

Aside from getting it as a starter, you can get it in Carotos mountain.  It's on the right side of the same floor that you had to give SEC the password that was spread throughout the room.  You'll need strength and I believe rock smash.  There is a Team Xen grunt that has several pokemon in cages that you can trade for shards, including the charmander which will cost red shards (don't remember how many)

    Edit: you will also need blast powder to clear out the rest of a boulder you used rock smash on.

    As someone who also plays for the story, I can relate to the difficulty.  
    I prefer to use Pokemon that I like vs having to worry about team composition etc. especially in a game that heavily features story, which isn't easy to do in this game even on the difficulty mode that is ironically labelled as 'casual'.   (to be fair, I won't sit here and pretend i'm good at competitive pokemon battles/strategies so that's probably half my problem right there lol)

    I still feel that way sometimes, but I have come to appreciate some of the new experiences this game has brought to my attention such as IVs/EVs, strategies and also using mons that I wouldn't have even given a second thought to but now have become some of my favorite!

    To be fair, this game does have a few things that somewhat offset the higher difficulty:  Easier ways to EV train, making perfect or semi perfect IVs through breeding easier to obtain. There's also the move re learner in Sheridan village that can teach egg moves after completing a side quest in Kristiline.  Not to mention pokemon, even caught in the wild, can potentially possess their hidden ability.

    I realize your personal experience was more towards the confusion or immersion that is the result of the difficulty rather than the difficulty itself as you said, I just wanted to say that despite my own grievances the higher difficulty and challenge have brought me I still was able to find ways to enjoy the game despite them.  Hope you feel the same way too! 

  5. Can confirm it works on both wild and trainer battles.  

    I would imagine it only activates only after you win a battle (keeping in mind it's only about a 10% chance) otherwise people could just go to the wild and keep running away.

  6. Sorry, reread and I answered the question asked in the title instead of the post.  Was saying how it isn't shiny locked so It IS capable of being shiny I should say.

    As I mentioned though there are better alternatives if you are willing to wait if the goal is a shiny sylveon.

  7. It isn't.  When resetting in a recent play through for better IV's for the eevee in question one of the eevees was shiny.  I didn't keep it because I cared more about the IVs than the color but it can definitely be a shiny.

    And if it's a sylveon you want, you get one for free later in the game, and it even has pefect IVs across the board.  That one is also capable of being shiny, can confirm since i'm rocking one in my current team.

    There is also a guaranteed shiny eevee later in the game involving the Kimono girls.
