I'm in the part when you first go to zone zero with Ren and Aelita thanks for the reply I will just continue the story and do this side quest after get that key

So I found the submarine in route 11 and the person said for me to activate the panels of the towers from the tallest to the smallest I know all the tower locations but when I try to activate them it jus says "you leave the panel alone" I'm I missing something??
