So, I realize that you can't get a Ninjask with Hone Claws after gen 7 content was introduced into the game, but it was possible to do so through TM before that point. Let me know if you have one that you're willing to trade, and if there's any specific mon you want in return.

Well, it doesn't mention the Underwater Grass in the Tanzan Cove where, aside from the rare Basculin, everything yields HP EVs. As for Speed, the only reliable place I know is the southern-most cave in the Rhodochrine Jungle. There's a spot where Swoobat will swoop down on you, and it resets when you leave the cave. There's also an un-mentioned spot for Defense EVs inside Tanzan mountain, but that location also has Diglet and Dugtrio, who may have Arena Trap and yield Speed EVs. It's the cave system right next to the closed off Meteor Base entrance. If you plan to spend a lot of time there you might want to venture deeper and find the busted-looking-but-still-functional healing machine.

I'd suggest Serebii instead, since there they mention if the Parents themselves learn it by level-up or by breeding. Anyhow, if you do plan to breed Lucario for Meteor Mash and/or Bullet Punch, you might want to stock up on friendship berries (Assuming you want good IVs too). Riolu can't breed, so it'll save you some time in evolving it to Lucario.

I'd say switch out Delphox for a Silvally-Fairy and give it Rock Slide; gets rid of your triple Ground weakness, and covers your triple Fighting, Dragon and Ice weaknesses.

If you're looking to make Legendary battles more difficult, why not make them like the Totem Pokemon battles? Boost one or more of their stats and also have them summon another mon for help. For example, have Kyogre summon an Alomomola and (like with the Wishiwashi Totem) have it spam Heal Pulse and Soak. Or, like, I dunno, summon an Araquanid/Clawitzer/Dewgong/Luvdisc with Entrainment and give Kyogre any of their useful abilities.

You can teach power-up punch through the TM you find in Teknite Cave.
