Okay, yes, Your Charizard is weak because of EV, BUT if it's so weak you can see it probably it's IV stats are also bad.
Common candies, when used, lower your friendship with pokemon. Friendship value is used to determine a few special attacks power(Return and Frustration), and some pokemon types evolve only if your friendship wit it is high enough. About how to make them happy/unhappy you should look into the friendship tables in bulbapedia or some similar site. If I'm correct, Reborn uses firendship values the same as in Pokemon Ultra Sun a Moon.
Every Pokemon has assigned value between 1 and 3 on certain EV points, which your Pokemon gains after defeating it. EV points are gained by any Pokemon which earns exp for a fight, so that means also Pokemon which holds EXP SHARE will gain it. To gain EV faster you should use Power items(you can buy it in one floor at the Department Store), or have your Pokemon catch Pokerus. Or both
If you really are interested with perfect IVs Pokemon, you have two ways - catching a ton of mons and hoping you'll get some strong ones, or breed the perfect ones by yourself. There is a mod for Pokemon Reborn, which makes breeding faster(basically allows you to generate and hatch eggs whenever you want if the Pokemons in Day Care are compatibile). It is somewhere here in the Mod Market forum.

This is very complex and simple explanation, nothing more to do but upvote
I'd really wish for somebody to explain it for me when I first started playing Reborn. I had absolutelly no idea how challenging it would be and how much knowing all of these things will make a difference 
Also I think this is one ot the topics that should be pinned up, so every new member could spot it and read before starting play

Wow, this is wonderful work, and the things I appreciate the most are Circus puzzle screenshots, I remember strugglig with it so much without having full image of what it supposed to look like

You can get Nidorina with Corey's Ring in the Beryl Cave, then male and female Nidorans in the Wasterland caves. And you can't get Shinx anywhere, so it is better choice than Nidoran. Especialy, because later you'll need one Luxray to get Type Null.

I recommend to go with flaffy, it learns electric terrain, so you can remove dark attacks bonusses.

Yes, you can go back from there, there are actually two cave entrances in the place where you fought Steelix, one leading down when you started after falling down(also you can catch Seviper there, since you finished with Steelix part of the story) and the second one leads to place right next to entrance to Tanzan Mountain Meteor Base. From there it should be simple road. Just explore the underground a little, it is not a big map.
Also to avoid getting back there, don't forget to heal your pokemon in Tanzan Cove bed upstairs

First thing I did with this fight was getting rid of that annoying hail with sunny day. so she couldn't use Aurora Veil to boost all defences and got rid of hers Sandslash insane speed boost. After that I was able to 1KO every Pokemon with fire or fight(only Excadrill was still to fast and too overpowered, but luckily sturdy golem handled the situation).
But really, if any fight is getting too difficult, you should consider changing the field, so all of the sick bonusses that gym leaders have will just fly away

About the Empoleon, good choice for the future
mine is similar, but I for a long time I struggled with getting him the best fitting moveset.. Finally I got him surf and flash cannon for stab damage, drill peck to neutralize fighting and grass types and aqua jet to make sure I will move first to finish anything that survives first strike. For a while I had grass knot, but It wasn't very useful so I changed it. And I'm not spoiling, but that Empoleon wiped out more than half enemy mons in Glass Factory and most likely was the very thing that made me won all of this battles on first try

Did you consider going back to Adventurine Forest and catching Joltik? If you put galvantula at first place and throw sticky web in first turn, it will be huge help on these battles, it should slow down enemy team enough to make most of your moves go first and eliminate at least one enemy before it moves each round.

I must confess, shiny run gets way easier when you'll get the shiny charm..
Now I have all my team shiny and I'm bumping into shinies in the wild pretty often I think I've got about 150 in total

Is it possible to find Deerling autumn and winter forms? I know that form depends on the current month in Pokemon series, but this rule seems not to work in Reborn. I tried to change system date and search for it then, but changing months doesn't work, I still get only summer/spring form.

Btw, if getting right weather is too much a problem to find various event pokemons, there was a mod pack, and one of them allows you to choose weather.

For surskit it has to be raining or thunderstorm, and I'm pretty sure I've got it without honey.. pokasnax maybe, or nothing at all?
If you manage to find Rose Incese(there is one you get In Lower Peridot Ward, after battle with someone I think) and then have clear or suny day, give incense to your firts party mon, go along the railroad towards the desert entrance and when you'll see the Lapis Ward flower shop at your right, there should be budew.
During thunderstorm night when you got into Lower Peridot Ward's back alley, there will be Tynamo.
Blitzie will be near Julia's Gym during Thunderstorm too.
And there is Teddiursa hide and seek game, but it's high possibility that it is bugged and you can't finish this event.
And in Seacrest's Garden you can try to catch some more, there is grass with some grass/bug mons, eg, cherrim and headbut tree(burmy, pineco and combee) also in here.
And you can fish grimer with old rod in any place you can fish in tainted water across the city.

Yeah, I didn't do the EV training there, I'm only using it until I can get Ralts. Good to know that in gym battles leaders pokemons IVs are also set up to maximum values.

I'm sorry, but what is wrong with Charlotte team speed? I'v got Alakazam with perfect speed IV at 70 lv (so 204 total speed) and still Typhlosion at 65lv is faster than me. And that's happening even when I try to use psychic, so it's not a delayed move or anything.. I've only won this fight because of using a lot of potions on my sturdy golem and one lucky shot with rain dance when ninetales went into the battle (couldn't also use the rain dance on the first round, because both typhlosion and darmanitan were faster than my prinplup, and second attack always killed it)

I feel you. When I first started this game, fights was like.. ~Okay, this one trainer uses poison type, so I'll go with geodude and espurr, two pokemon should be enough.. Then, what? He has fairy attack to wreck my psychic one? And grass and water? Oh, and this is alolan grimer, immune for psychic attack.. DAAAAAAMN, WHY IS THIS GAME SO HARD!?!!?11oneone!1!
So now, as a bit more exprerienced player, I definitelly suggest experiment with different types, unusual combinations, have some spare mons for the difficult battles and pay attention to IVs and abilities, these things could make huge difference. And don't get too attached to the party you have on the beginning. You'll most likely change pokemons all the time, Also, as it've been spoken, we can't help you unless you give us some detail about your current party and battle

I have question about evolwing Eelektrik. According to bubapedia Eelektross doesn't learn any moves by levelling up. But if I evolve it, level up and then go to the move relearner, can it relearn moves which it could learn only as Eelektrik? Or I just can't evolve it as long as I want the new level moves?

I can read informations everywhere, that hoppip is in the south obsidia near slums entrance during windy days but.. It really isn't. I checked multiple times with strong and regular wind. Is this event unaccessible if I have lastest version downloaded, or what?
