  Hey, I usually do like this. Give your mon a power lens so it gets +4 (or +5, I'm not sure now) in Sp. Atk and then go to the underground railnet and kill every woobat and noibat for a +1 in speed.
  
  This way your are getting a +4/5 in sp atk and a +1 in speed for every kill. When you get the 252 in sp Atk swap the item for a power anklet and finish your EV training
