yes i have finished e16. i am not 100% sure if i met them but i went to hidden cove just now and nobody is there. i also dived and found the bodies (including the one without tag), i talk to the fisherman but nothing. that's why i'm asking if there is something to do before or maybe there is a bug

I tried to get to the train station but the 2 officers are in the way. also in the grand hall they say that they have to finish the beryl wall to open the train station. could you be more specific? thank you in advance when are you given the choice to upgrade the slums?
