Use the weather mod by Waynolt. It's updated to E17 and it have Shared PC mod, although it have less features than the PR Mod Menu one.

Windy = Blizzard
Blizzard = Heavy rain
Heavy rain = Windy

I put the Reborn folder on my Desktop and ran it from there.
Maybe it has something to do with how the location of the Mods folder is described in the Scripts file?
I guess I can try messing around with that...
Edit: It could have something to do with my E17 folder "Pokemon Reborn" being inside my E16 folder "Pokemon Reborn"
Tbh, i recommend you to separate E17 from E16 to avoid errors.

The Authorities :
The owner of this club. I could say i'm pretty chill and nice to hang around guy. For now, i won't be as active as possible due to final exams and preparations for university, but once all of that are over, i'll be as active as possible to grant all of your wish. Currently i'm only breeding Deinos, but soon i'll try to focus on breed Gen 7 pokemons.
One of the leader duo. He's a nice guy and he breeds a lot of pokemons, just for you guys. He'll be the one who manage this club most of the time, because he just have too much time to waste.
One of the leader duo. Who doesn't know this guy, one of the earliest pokemon provider and the owner of the most active trading thread in Reborn. Ask him any pokemon, and he'll grant your wish. He's also will be managing the club alongside Mr. Finn.
