Definitely after the 5th(?) gym. I remember being super caught of guard running into him in route 1 for the first time and he nearly swept me off my feet. Had to restart.
Fern is like Gary if he wasn't as cocky and actually cared about something other than his dignity... (And didn't give a crap about anyone else's in the slightest!)
