I hope this is the right place to post this I was wondering how to get mudkip I've watched countless videos showing how but, still nothing

• First I went and talked to a man on the stairs saying that he thought he had seen a mudkip.
• Then next I made sure it was raining outside as that seemed to be how many of the videos were telling me.
• went to the building that lead to mudkip's location but it was locked

please help
