Depends on what's in the air. If oxygen is the most common thingy then fire gets bigger (Until oxygen burn out)

everything else just puts the fire out

If your air isn't made of oxygen you're either on another planet witnout an oxygen-rich atmosphere or you're in a sealed chamber with artificial wind. In either case you're unlikely to be able to have a fire in the first place, thus the wind is pointless and did nothing to effect the flame

Or rather lack of flame

And if you're thinking of blowing out a candle, candles don't go out from carbon dioxide in your breath. They go out because you're disconnecting the fire from its fuel--the wick. This works because of how small the wick and fire are, your breath is proportionately a hurricane
