just found out that there are more rooms on the bottom floor of the gym >.< im feeling like an idiot now

Im stuck in the first gym, i beat the 2 initial trainers there activated the teleportation but when i try to walk on it the game says that it wasn't activated and i can't progress Game.rxdata

Hello,i'm having trouble doing it,i didn't do the gang quest early and now i have to get to 7th street but i'm stuck at the part where i talk with the magma leader and he tells me to go to aqua hq and meet them there,but when i go there they aren't there and the aqua gang grunts tell me to go away,do i have to wait until night to finish it or is it bugged?
