    How do I start the Sidequest in Reborn with the boy and the Drifloon? Need to catch that and get the sticker.

      I believe it needs to be windy not sure about time

      It needs to be a windy day before Drifloon will appear. I don't think you need to beat Shade first, but I've never tried to do the event before beating Shade, so I don't know.
