Because some people made the argument "it's useless early on, put it there" in a thread some time ago and Ame gave that treatment to a Pokemon very useful but also very annoying to be made useful.
It's even more annoying because there are so many good Electric types available. Just got Helioptile and want to keep it on my team, so actually boxing Pachirisu for now. Will try to keep them all around the same level though.
