The best water move you'll get for it would probably be Surf, but I don't think your that far yet... The next best move would be Water Pulse which can be re-learned from a Move Relearner.
HyperKiller has the right idea. About the system files, i mean. When looking in your Reborn folder (where the game is), click graphics>pictures>tile puzzles. Then just pick whichever puzzle you're on and match things up.
