changing IVs using cheat engine is really easy....

hi friends, i need your help real bad.. I am not able to use dive(it says a new badge is required), i saw shofu's video, he had 11 badges and he could use dive, i have 11 badges too(fire type was the last one), still i am not able to use it.. is it a bug? please help!!!!!!!!
