    Approximately 20 resets and 200 Pokeballs later, I caught Beldum. Why do any Pokemon have such low catch rates?

      Fennekin is in the Water Treatment Center, a side room with a console that "doesn't work" and a Pokeball. That Pokeball is an Electrode and, while fighting it, you need to change the field to the not-broken factory one. If you do so, the console will work and give oyu a Fennekin
