Okay, I reinstalled the mod, still can't learn it, so it is in fact an issue with the move pool or something.

In the current version, Empoleon can't learn Steel Beam from the tutor despite the fact it should be able to. Edit: doesn't matter too much since flash cannon is the TM for the next gym, but just figured it was worth reporting there's also the chance I did something wrong when installing the mod, which I will check.
