There is an item called Galarian feather that you get after completing the legendary birds quest. It can be used on the birds to change between their Kantonian and Galarian forms, similar to the reveal glass in the mainline games.

Both moves are tms, that is how you teach them to those pokemon. It looks like Gliscor's movepool is bugged since it should be able to learn T-spikes by tm according to the docs. The definitive movepool doc should cover every move a pokemon learns and how it learns it.

I haven't been able to initiate the Treasures of Ruin quest either, and I'm on tier 4, having just finished the Victini quest. I wouldn't expect legendary quests to become locked on later tiers because if that was the case any new content/legendary quests would be completely inaccessible to players who were past that point. But either way, since neither of us seem to be able to initiate Elias's quest, I'm guessing it's bugged.
