Why doesn't Clefable learn Moonblast and Softboiled?

Oh thanks for the tip, I thought it learns Moonblast at 36. I guess I'll go with Moonlight instead of Softboiled then, although having a Ttar in team doesn't synergies very well with that... -

So, I got a Clefable but he simply doesn't have ways to learn Moonblast nor Softboiled. Is there a way to get at least the first one? Thanks
