Okay so i accidentally killed whismur when i first battled it and i never saved before it :/ so is there a way that whismur can respawn or is it a one time thing? because i really want to use it but if there is not i can settle for a different pokemon

You can get a Loudred in 7th street (after the 8th gym leader) for a certain number of shards of a colour. Sorry... you won't get it until its absolutely useless.
