I usually play Pokemon Online as well, and I know for a fact that Gengar can learn Sludge Wave, so how come it can't in Reborn? My actual question: Is TM 36 (Sludge Bomb) out yet in Reborn? If you need to get Sludge Bomb on it, you can breed it onto it if necessary. If you want a specific moveset, tell us which and we may try to get you a chain-breeding.
