Pokemon only available before agate city

I was wondering if there are any pokemon that you are totally locked out of after heading to agate city after the 9th badge.

Hey there! I'm afraid I don't have a list or something, but this post might be helpful:

If there's a specific Pokémon you'd want and you notice it's not available where you are at that moment you can ask me to breed it for you I should have access to all breedable mons.

Also you are only temporarily locked out of getting them, for about...uh, three or four gyms? And all of them are manageable just by catching and training the pokemon available on the accessible routes.
