Yeah your supposed to not like him but...you just don't like him, maybe if they made him more gentlemanly and suave, and also made him more of a threat between Fry and Leela, at least he'd be like someone your supposed to hate and at least be a decent character. Besides, the show in general isn't meant to run with an over arching story. There's one episode that literally lampshades how everything is always fine in the next episode.
