How to find Factory Field Post Restoration?

Hi there,

 

While looking around to find Field Effect Read-Out 17 (Factory Field), I was supposed to talk to a person and get it after the Mosswater events in the beginning of the game. But I accidentally skipped over it, and now Reborn is in post-restoration, and I can't find the guy who gives you the Field Effect anymore.

 

Is there a way you can get the Factory Field read-out post-restoration?

Head west in Peridot ward, and talk to the scientist that is circled in the image provided.
