I don't have a data chip so I could get a password to change the weather (I haven't got to 7th street yet and used mine on porygon) can I still get emolga even when its raining? You can change the weather by changing your date, however doing so will lock the weather until you catch up to that date if you turn the time back, which might be why you can't change it. You can get another datachip in the orphanage, but until then you're out of luck if changing your date didn't work. You could always just enable Debug to get another Datachip though.
