Grand hall trainer disappear

I noticed that grand hall trainer are missing do they dissapear or what or its a bug

Is it an e18 save imported in e19? If yes, that's normal. Talk to the npcs behind the counter (the third or fourth from the left iirc).
If you've just started a fresh new e19 save, you also want to talk to that npc for the repeatable trainer(s) to appear.
