lady not appearing to let me into 7th street

I've beaten radomus and completed everything with magma gang and was sent to talk to the lady in the apartment building to get into 7th street, but the issue is that she is not there and she is not appearing no matter what i do. Please someone help me out here

There is another building for magma gang in Lapis Ward
