She never did. But everyone is on her side, she replace the goon with Sigmund's goon, Ace with Terra so after Water treatment center is when Solaris completly isolated. In Reshiram route Solaris was betrayed during the assault on Agate so i guess you can count that as when she become the leader

At first she was a Private, then after Corey died she became an Agent like Blake and from Tanzan Mountain onward she was a Commander so above Admins but still not a leader like Solaris. And after Agate City, Lin clearly becomes the leader of Team Meteor.
