Where to catch Rayquaza

I need to capture Rayquaza for a quest but the quest hasn't given any indication on its location. I searched the surrounding area where the quest takes place but haven't found Rayquaza. Where can I find it?

The current quest you're on should be put on hold for a second, do some of the others, then eventually a quest will unlock that involves getting Rayquaza, meaning you can then go back to this one.
