Can be obtained before Saphira, go to the building in South-East Labradorra and type in the code '3862' and get the Pokemon. Remove the item and take them to a building in South-West Jasper and talk to the person behind the counter. You should be able to figure out the rest from there.

Yeah I was finally able to get it after learning that the "name" on the collar, was actually instead a street name
