Summon Strong Winds in Overworld Map without Tailwind

In some Pokemon Reborn maps, the Strong Winds weather appears without the need to use Tailwind.

The Debug mode don't let me choose this particular weather, and the only clue i have is in Game_Screen, but i don't find anything that let me set Strong Winds to X maps.

Anyone know how to do it?
