What happend to the Exp-All?

In V12 Exp-All was available in AP Center

In V13 there isnt a Exp-All there only exp.candy M.

Was it shifted to later parts of the game? Or was it cutted in Normal Mode (Riborn Syle)? Or is it not available yet in the AP Center?
