Why are 100% accuracy moves constantly missing?

Rattata has quick attack and tackle both are 100%. Even in a fresh battle with no status effects on me, I just missed tackle twice in a row.

 

Other pokemon have been constantly missing 100% attacks. Makes no sense.

Your Rattata must have the ability Hustle, which boosts attack and lowers accuracy

For maximum clarity on the issue, we'd need to know as much information as you can give us about the topic. What other Pokémon have been missing in addition to your Rattata, and which fields have you been battling on, what their abilities are, what items they're holding, etc. The Rattata one is a pretty simple answer: it most likely has Hustle, which lowers the accuracy of all moves it uses down to 80%.

this is late and I don't know if the game or this forum is still supported, but I'm also constantly missing leaf blades with my Long Reach Decidueye.... I'm fighting in the foresty terrain near addenfall.
