Anyone has a litten to trade for me? My job applications quest is stuck and I'm unable to progress it.

What's wrong with the quest?

I just can't see the Aqua Leader in the 7th Street, it doesn't spawn. Same with the Construct application guy. I already obtained several applications but the quest is not triggering.
