Police officer quest and Growlithe in the late game? :c

I wanna get Growlithe and I wanted to make this police officer sidequest, so I could get Growlithe. My problem is, I'm in the Late Game, because of that, I can't find the police officers. Is there an other way to get Growlithe?

Yes jasper ward after city reconstruction you can catch them wild in grass
