Forest Restoration quest

I'm on the second stage of the Forest Restoration quest and I have everything but the last fisherman. I found the two fishermen in East Gearen and in aquamarine cave but I do not know anywhere else where I can find a fisherman. Adrienne does say route 2 but the only person I found in route 2 was one NPC referencing what I had done in the past with Aelita (I cut the cherry blossom tree in the past permanently changing route 2).

go back to where you cut the tree and you can re-plant it

The architect is the same guy who you helped when/if you did the building bridges help quest
